Abstract

The European Higher Education Area (EHEA) is an international initiative for the harmonisation of higher education (HE) systems in a range of its signatories. While literature about the participation of the UK, Germany, France and Italy in the EHEA is diverse, limited research explores them jointly as the four founding members of the EHEA. The originality of this project is in addressing this gap by investigating: (1) the perspectives of key HE actors in the four countries on the significance of the membership in the EHEA for them post-2020, and (2) how this informs our understanding of their wider Europeanisation agenda. 2020 is a ‘tipping point’ for EHEA’s signatories because it was the deadline for achieving a fully-functioning EHEA. This project draws on theoretical ideas of differentiated Europeanisation and thematic analysis of in-depth interviews with representatives from the stakeholders in the four countries, supplemented by the analysis of their official communications. This first collective case study addresses the important gap in the scholarship, mentioned above; pioneers the theorising of differentiated Europeanisation in light of HE initiatives; and, crucially, informs EHEA international level policy-making in the run-up to EHEA’s new deadline of 2030. The project data, displayed in this dataset, comprises four discrete subsets. The first subset was generated during the pilot study, funded by Quality Research funding from Research England, awarded through Nottingham Trent University's internal funding scheme. The pilot study was conducted in 2021 to capture perspectives from the UK. Six participants were asked a series of open-ended questions during an approximately a one-hour interview. This dataset contains: six anonymised interview transcripts; blank consent form, participant information sheet and interview guide; and an anonymised list of interviewees. The other three subsets were generated using funding from the Spencer Foundation* in 2022 and collected the views from other key EHEA stakeholders in Germany, France and Italy using an adapted interview guide which is also included alongside updated informed consent documentation and contextual information about interviewees. The second subset contains seven anonymised transcripts from Germany (which represent eight interviews). The third - four anonymised transcripts from France and the fourth subset features seven anonymised transcripts from Italy. All interviews were conducted in English and lasted approximately one hour. *The views expressed in the interviews are those of the participants/organisations they represent and do not necessarily reflect the views of the Spencer Foundation.
