Abstract

This article considers the main proposals set out in the 2020 White Paper in the broader context of sentencing reform. It challenges some of the White Paper’s basic assumptions and argues that the time has come to change the values which underpin sentencing policy and practice. Although a considerable ideological shift, it is argued that such a move would provide the necessary flexibility for mainstreaming restorative justice and a basis from which to develop community-based alternatives to imprisonment
