Abstract

This is a confidential review of a Home Office Study and Report. The report is developed from findings from the HMICFRS 2020 statutory 'State of Fire' report. In their report HMICFRS highlighted various concerns linked to the fairness of the promotion system; and the staff progression pathways in FRS. The Home Office study looked to 'unpick' some of these issues further to understand pathways and barriers to leadership positions in England's FRS. The NBS contribution critiqued the draft report and suggested amendments and corrections.
