Abstract

Early findings from research carried out at Nottinghamshire Fire and Rescue Service (NFRS) suggest there may be a tension between a relational and transactional approach to measuring the effectiveness of Home Fire Safety Checks (HFSCs) and Safe and Well Visits, (SWVs) which are the primary mechanism used by all FRS in their prevention work.
The questions explored in this paper are:
• What might transactional and relational approaches to measuring fire prevention look like?
• Which approach is more appropriate to prevention work in UK fire and rescue services?
• What are the tensions between these two approaches, and can they be resolved or mitigated?
Drawing on analysis of academic, grey and policy literature, together with the early findings from a case study, this paper identifies and explores possible tensions between these two approaches and, ultimately, what this may mean for effective fire prevention.
