Abstract

Troublemakers has all the elements to send you to sleep: government acronyms, policy windows, white papers and the House of Commons Public Accounts Committee. Throw in names, dates and statistics and it sounds dense as well as boring. In fact, Troublemakers is a compelling exposé of a dangerous idea, with significant implications for local government, particularly for those in policy, performance and social work.
