Abstract

Executive Summary:
This report presents the outcome of a study undertaken to open up the debate around social value (SV) and what it means for the Highways England (HE) and its supply chain (SC) companies with regard to scheme design and delivery of the strategic road network (SRN). The report did not evaluate current
performance, but recommends the actions needed to deliver SV requirements on schemes via a structured framework.
