Abstract

The principal aim of the overall research is to understand how data and evidence supports decision-making within fire and rescue services, based on the experience of Nottinghamshire Fire and Rescue Service (NFRS). NFRS made a clear commitment to improving the use of evaluation and assessment across their services by initially commissioning NTU to examine their adoption of Safe and Well visits and to extend that approach by jointly funding a PhD.

This ongoing research analysing the use of data in decision-making focuses on four key services areas within Nottinghamshire Fire and Rescue Service:
a) The Risk Based Inspection Programme: (Protection)
b) The move to Joint Headquarters with Nottinghamshire Police (Organisation-wide)
c) Safe and Well Visits: (Prevention)
d) Fire Cover Review: (Response)

The first working paper, delivered in May 2023, focused on prevention. This second working paper outlines emerging findings in two further service areas:
a) The Risk Based Inspection Programme: (Protection)
b) The move to joint Headquarters with Nottinghamshire Police (Organisation-wide)
