Abstract

This article examines the strategic role of transnational education (TNE) in the internationalisation agendas of UK universities, particularly in light of constrained international student mobility. It highlights a 42 per cent increase in students undertaking UK degrees offshore between 2019–20 and 2023–24, surpassing growth in onshore international enrolments. The analysis attributes this shift to the strengthening of domestic higher education systems in student-sending countries and the rising attractiveness of alternative study destinations. The article argues that effective and sustainable TNE provision requires substantial investment in academic and operational infrastructure, informed market intelligence, and mutually beneficial international partnerships. It concludes that TNE should be integrated into broader institutional strategies to support global engagement, research collaboration, and diversified international student pathways.
