Abstract

Despite the widespread adoption of mobile money (MOMO) in sub-Saharan Africa (SSA), men continue to outpace women, underscoring ongoing gender disparities in MOMO adoption and financial inclusion in that region. Using fuzzy set qualitative comparative analysis (fsQCA) and data from 16 SSA countries, we analyze which combinations of National Financial Inclusion Strategies (NFIS) and key gender-based policies related to entrepreneurship, mobility, marriage, parenthood, and asset ownership will lead to high MOMO adoption among women in SSA. The results show that (1) there are 5 compelling configurations to high MOMO adoption among women. (2) NFIS and crucial gender-based policies do not operate in isolation but are interdependent for the enhancement of MOMO adoption and financial inclusion among women. (3) In certain scenarios, NFIS is not necessary, particularly when gender-based policies related to entrepreneurship and asset ownership are effective in the SSA region. Thus, we enrich the research on the antecedents for improved MOMO adoption and financial inclusion among women from a configurational perspective, providing a valuable reference for further understanding of MOMO and financial inclusion in resource-constrained environments.
