Abstract
This written evidence, submitted by Dr Tine Munk and Nottingham Civic Exchange, explores how disinformation campaigns led by both state and non-state actors threaten the UK’s democracy and international stability. Drawing on recent research into memetic warfare and online manipulation, it shows how Russia, China, and Iran use social media, AI tools, and encrypted apps to distort public debate, spread falsehoods, and undermine trust in democratic institutions. Extremist groups and conspiracy networks now use similar tactics, amplified by reduced moderation on major platforms. The submission calls for stronger international collaboration, better legislation, and greater investment in independent research to build the UK’s resilience. It also highlights the need to promote media literacy, use AI to detect false information early, and learn from grassroots groups such as Lithuania’s Elves and Ukraine’s NAFO, who use digital activism to push back against malign influence.
