Abstract

This study examines gender disparities in mobile money (MOMO) adoption in Sub-Saharan Africa (SSA), focusing on how National Financial Inclusion Strategies (NFIS) interact with gender-based policies on entrepreneurship, mobility, marriage, parenthood, and asset ownership. Using fuzzy-set qualitative comparative analysis (fsQCA) across 16 SSA countries, we identify five policy configurations that generate high MOMO adoption among women. Findings reveal that no single factor is sufficient; instead, NFIS and gender-based policies operate interdependently to drive inclusion. Notably, in some contexts, NFIS are unnecessary, with policies on entrepreneurship and asset ownership proving more influential in enabling women's participation in MOMO ecosystems. By adopting a configurational perspective, this study advances understanding of the institutional and policy conditions underpinning digital financial inclusion. It contributes to debates on strategic change by highlighting how integrated, gender-responsive policies can transform financial access for women, reduce systemic inequalities, and foster more inclusive economic development in SSA.
