Abstract

By the mid-1990s, increasing social, economic, and environmental problems were facing local communities in the UK and many multiple deprivation indictors were at an all time high. These included, health and wealth inequalities, crime and anti-social behaviour, street homelessness and prison populations. Between 1997 and 2010 all of the issues were either resolved and/or significantly reduced, as local authorities continually improved their services and the economy, efficiency and effectiveness by which they were delivered. In 2025 we find that many of these previous historical highs of multiple deprivation are being exceeded and continue to increase. In Japan they are investigating what happened between 1997-2010 that changed the situation in the UK and are there any transferable lessons. On aspect that significantly contributed to the improvements was the performance management regime applied to local authorities
