Abstract

The Japanese government wish to improve performance management, local government audit, and accountability as part of their public service reforms. On their behalf Professor Toshihiro Ishihara, the Chair of CIPFA (Japan) is co-ordinating a 6-year research project. They are investigating the successful performance management regimes in the UK that were co-ordinated by the former Audit Commission and implemented between 1997-2010. This presentation briefly outlines the performance management regimes and what they achieved.
